Improving the quality and consistency of appraisal data

Fannie Mae and Freddie Mac (the GSEs) have worked on the UAD redesign since 2018, leveraging extensive stakeholder input to update the appraisal dataset, align it with current mortgage industry data standards (MISMO® v3.6), and replace the GSE appraisal forms with a single data-driven, flexible, and dynamic appraisal report for any residential property type. To begin the multiyear rollout phase, the GSEs have published the technical specifications and resources below.

The Uniform Appraisal Dataset (UAD) 3.6 and Forms Redesign team has updated the UAD Compliance Rules for the Uniform Residential Appraisal Report (URAR), Restricted Appraisal Update Report, and Completion Report.

Summary of Changes

  • Severity Level Changes: Effective January 26, 2026, the severity level for certain rules applicable to the Restricted Appraisal Update Report and Completion Report will be updated. For details, see Appendix H-2 and Appendix H-3 on the Fannie Mae and Freddie Mac UAD webpages. With the implementation of UAD 3.6, Restricted Appraisal Update Reports and Completion Reports must be submitted to the Uniform Collateral Data Portal® (UCDP®) as referenced in Fannie Mae’s Selling Guide Supplement: UAD 3.6 Policy and Freddie Mac’s Single-Family Seller/Servicer Guide (Guide) Bulletin 2025-7.

After over five years of preparation, the Limited Production Period for the Uniform Appraisal Dataset (UAD) 3.6 and Forms Redesign is finally here! This period innovates the appraisal space with improved data standardization, a simplified review process, and dynamic reporting. Fannie Mae and Freddie Mac (the GSEs) have completed their system and policy updates and are ready to work with lenders and appraisal software vendors to implement UAD 3.6.

Participating in the Limited Production Period offers lenders an opportunity to experience the new UAD and redesigned Uniform Residential Appraisal Report (URAR) in their production environment with hands-on, high-touch support from the GSEs. 

Lenders, appraisal software vendors, and their partners may have different timelines for adopting the new UAD and redesigned URAR. As industry participants become ready, the GSEs will continue to work with them to implement new technologies and processes, supporting a smooth transition to these transformational appraisal enhancements. 

Even if lenders aren’t planning to participate in the Limited Production Period, they’re encouraged to start planning and preparing for their UAD transition now. Lenders should take these steps:

The Uniform Appraisal Dataset (UAD) 3.6 and Forms Redesign team has updated the UAD Limited Production Readiness Overview for Lenders to provide additional information and further clarification.

The Limited Production Period provides a chance for lenders to use the new UAD 3.6 and redesigned Uniform Residential Appraisal Report (URAR) in the production environment prior to broad industry availability. Participants will experience the benefits of the new UAD 3.6 and URAR before other lenders.

UAD 3.6 Subschema Zip File

The UAD documentation leverages the MISMO Version 3.6. The GSEs have created a Subschema that contains only the data elements needed to support the UAD 3.6 specification and includes additional enforcement.
