Uniform Mortgage Data Program Announcements
The Uniform Mortgage Data Program® (UMDP®) is an effort undertaken jointly by Fannie Mae and Freddie Mac at the direction of the Federal Housing Finance Agency to enhance data quality and standardization.
Supplemental Consumer Information Form Required | May 3, 2022-The Supplemental Consumer Information Form (SCIF/Form 1103) will be required for new conventional loans sold to Fannie Mae and Freddie Mac with application dates on or after March 1, 2023. This requirement will help facilitate the collection of homeownership education, housing counseling, and language preference information. |
Transition of Qualified Mortgage Edits from Warning to Critical – April 21 | March 15, 2022-Fannie Mae and Freddie Mac (the Enterprises) recognized lenders and software partners were still working to implement data quality corrections to certain Qualified Mortgage (QM)-related data points. Edits related to the values expected in these data points were due to become critical on February 11, 2022. However, in order to give the industry additional time to prepare; we decided to extend the time these edits would continue to return warnings. |
UAD redesign report to industry stakeholders | March 14, 2022-Fannie Mae and Freddie Mac have issued a report describing the input and development process for the new Uniform Residential Appraisal Report (URAR), which will replace individual appraisal report forms on a future date. |
Prepare for UCD Critical Edits Phase 2 Coming March 31, 2022 | February 15, 2022-As announced on Nov. 2, the Uniform Closing Dataset (UCD) critical edits Phase 2 implementation date is March 31, 2022. |
ULDD Phase 4a Specification Release | December 14, 2021-Fannie Mae and Freddie Mac (the GSEs) are updating the Uniform Loan Delivery Dataset (ULDD) to align with current GSE requirements and support the continued improvement of our loan delivery standards. Fannie Mae’s updates clarify implementation notes, add a new valid value, remove an inactive valid value, and align data point conditionality to the Selling Guide for the existing ULDD Phase 3 data points. |
Implementation Timeline for the Updated Automated Underwriting System (AUS) Specifications | November 2, 2021-Following the March 1 mandate, which required the use of the redesigned Uniform Residential Loan Application (URLA/Form 1003) and Desktop Underwriter® (DU®) MISMO v3.4 file formats for all new loan applications, software providers should now update their systems in accordance with established GSE release schedules and implementation agreements. |
Updated UCD critical edits transition timeline published | November 2, 2021-On Nov. 2, Fannie Mae and Freddie Mac published an updated timeline announcing new launch dates for the Uniform Closing Dataset (UCD) critical edits transition phases 2-4. |
Supplemental Consumer Information Form Published | October 26, 2021-Fannie Mae and Freddie Mac (the GSEs) have published the Supplemental Consumer Information Form (SCIF Fannie Mae/Freddie Mac 1103). Although the GSEs do not require the SCIF, we are making it available for industry use for those who may find value in collecting borrower homeownership education, housing counseling and language preference information. |
UAD and Forms Redesign FAQs | August 10, 2021-Fannie Mae and Freddie Mac have published FAQs for the UAD and Forms Redesign initiative to answer some common questions received during our ongoing engagement with industry. |
Reminder: UCD Critical Edit Transition Phase 1 Date is July 31, 2021 | July 20, 2021-As announced on May 19, 2021, Fannie Mae and Freddie Mac (the GSEs) delayed the implementation date of the Uniform Closing Dataset (UCD) Phase 1 critical edits from May 31 to July 31, 2021. As the new Phase 1 implementation date approaches, the GSEs recognize the tremendous progress made by lenders and vendors on both the quality and the completeness of UCD data in preparation for Phase 1. |
Updated AUS specifications and supporting documents published | June 29, 2021-To address opportunities discovered during the successful industry implementation of the Uniform Residential Loan Application (URLA/Form 1003), limited critical business information needs, and a regulatory request, Fannie Mae and Freddie Mac have published updates to their automated underwriting system (AUS) data specifications and supporting resources. |
ULDD updates for the retirement of CMT-indexed ARMS | June 8, 2021-Freddie Mac and Fannie Mae (the GSEs) have updated the Uniform Loan Delivery Dataset (ULDD) specification for the retirement of the Constant Maturity Treasury (CMT) indexed adjustable-rate mortgages (ARMs). The GSEs will not purchase any CMT-indexed ARM with an Application Received Date of July 1, 2021 or later. Effective Oct. 1, 2021, the GSEs will no longer purchase any CMT-indexed ARMs, regardless of the Application Received Date or Note Date. |
UCD Critical Edit Transition: New Phase 1 Date is July 31 | May 19, 2021-Phase 1 of the transition to convert edits in the Uniform Closing Dataset (UCD) collection systems from “warning” to “critical/fatal” has been moved from May 31 to July 31. |
Reminder: April 30 deadline to submit legacy URLA loans | April 20, 2021-Effective May 1, Desktop Underwriter® (DU®) and Desktop Originator® (DO®) will only accept new loans submitted using the redesigned Uniform Residential Loan Application (URLA)/Form 1003 and the updated DU MISMO 3.4 file format. Loans using legacy formats with a Casefile Create Date on or after May 1 will not be underwritten by DU/DO. |
Uniform Residential Loan Application March 1 Mandate | February 16, 2021-The mandate for implementing the redesigned Uniform Residential Loan Application (URLA) is March 1, 2021. To accommodate loans started in the legacy format prior to March 1, but not submitted by that date, the GSE’s automated underwriting systems (AUSs) will not return an Out of Scope for Fannie Mae or critical edit for Freddie Mac on new loans submitted in the legacy format until May 1, 2021. |
Get Ready - UCD Critical Edits Phase 1 is Coming May 2021 | January 26, 2021-Freddie Mac and Fannie Mae (the GSEs) announced on August 11, 2020, that they are implementing a two-year transition to convert certain edits in their Uniform Closing Dataset (UCD) collection systems from “warning” to “critical.” This transition will begin May 31, 2021, and is designed to enhance data quality and consistency for single-family loans the GSEs purchase. |
Open Production Period has begun | January 4, 2021-Effective Jan. 1, 2021, all lenders may begin using the redesigned Form 1003 and updated DU Spec to submit loans to production using the new DU user interface. |
Reminder: Dec. 31 final day for LIBOR-indexed ARMs purchase | December 1, 2020-To be eligible for delivery to Fannie Mae, LIBOR-indexed ARMs must have an Application Received Date on or before September 30, 2020. LIBOR-indexed ARMs must be purchased as whole loans on or before December 31, 2020, or in mortgage-backed security pools/participation certificates with an issue date on or before December 1, 2020. |

Updated Spanish Translation Aids available | June 30, 2020-The GSEs have published updated Spanish Translation Aids to assist borrowers in completing the English version of the redesigned URLA. |
