Q1. NEW: When will Uniform Collateral Data Portal (UCDP) begin accepting appraisal reports that use Uniform Appraisal Dataset (UAD) 3.6?

Starting September 8, 2025, UCDP will accept the UAD 3.6 ZIP files. Until Broad Production begins (January 26, 2026), Fannie Mae and Freddie Mac (the GSEs) will accept UAD 3.6 files from lenders that received GSE approval to participate in the Limited Production Period.

Q2. NEW: What is the Limited Production Period in UCDP?

The Limited Production Period offers approved lenders early access to UAD 3.6 enhancements in the UCDP user interface (UI) and direct integration (DI). Approved lenders participating in the Limited Production Period will have the opportunity to provide critical feedback to the GSEs before Broad Production begins.

Q3. NEW: Will UCDP continue to accept appraisal reports that use UAD 2.6?

Yes, effective September 8, 2025, the GSEs will continue to accept UAD 2.6 XML. In addition, the GSEs will accept the new UAD 3.6 ZIP from lenders that received GSE approval to participate in the Limited Production Period.

Q4. NEW: What are the accepted file formats for UCDP submissions?

UCDP accepts appraisal report file submissions in XML format.  Files must be packaged according to the appropriate delivery format: 

  • For UAD 2.6: Appraisal report files will continue to be accepted as XML files with an embedded PDF.
  • For UAD 3.6: Appraisal report files must be submitted as a ZIP file and must include:
    • UAD 3.6 XML
    • PDF version of the UAD 3.6 appraisal report
    • Image folder containing all associated images

Important: UCDP does not accept mixed standard (UAD 2.6 or UAD 3.6) submissions under the same Document File Identifier (Doc File ID). For example, if an appraisal report was submitted using UAD 2.6, then any subsequent submissions for the same Doc File ID must be in the UAD 2.6 standard.

Q5. NEW: What are the acceptable image file types that can be included with a UAD 3.6 submission? 

For UAD 3.6 ZIP file submissions, images must be in a dedicated folder named “Images” (case-sensitive) within the ZIP file. Images must not be embedded in the XML file. 

Acceptable image formats are:

  • image/avif
  • image/bmp
  • image/gif
  • image/heic
  • image/heif
  • image/jpeg
  • image/png
  • image/tiff
  • image/webp

Q6. UPDATED: Is there a limit on the file size that can be submitted to UCDP?

Yes, file size limits vary by file type and format:

  • For UAD 3.6 ZIP files, the file size must not exceed 60 MB.
  • For UAD 2.6 XML files with an embedded PDF, the file size must not exceed 15 MB.

Important: System performance may be slower for larger files that are close to the file size limits.  

Q7. UPDATED: Will UCDP accept a submission with a password-protected PDF?

No, UCDP does not accept submissions that include a password-protected PDF, encryption, or any similar restriction that prevents opening, viewing, printing, or extracting pages, whether submitted under the UAD 2.6 standard or UAD 3.6 standard.

Q8. NEW: In UCDP, how can you tell whether a Document File ID pertains to a UAD 2.6 or UAD 3.6 submission?

  • UAD 3.6 ZIP file submissions will have Document File IDs that begin with “2”.
  • UAD 2.6 XML file submissions will have Document File IDs that begin with “1”.

Q9. NEW: Can UCDP support more than one appraisal report under a single Document File ID?

Yes, UCDP can support more than one appraisal report under a single Document File ID.

For UAD 2.6 XML file submissions, the process remains unchanged. The structure of the appraisal report file submission is composed of:

  • Up to three appraisal report XML file submissions labeled as Appraisal 1, 2, and 3.
    • Appraisal 1 is required and cannot be deleted once submitted. Revisions can be made via resubmissions through UCDP.
    • Appraisal 2 is optional, can be revised, and can be deleted if not required.
    • Appraisal 3 is optional, can be revised, and can be deleted if not required.

For UAD 3.6 ZIP file submissions, the structure of the appraisal report file submission is composed of:

  • Up to three URARs labeled as Appraisal 1, 2, and 3:
    • Appraisal 1 is required and cannot be deleted once submitted. Revisions can be made via resubmissions through UCDP.
    • Appraisal 2 is optional, can be revised, and can be deleted if not required.
    • Appraisal 3 is optional, can be revised, and can be deleted if not required.
      • Up to two supplemental appraisal reports under each appraisal sequence (1, 2, or 3), which are automatically assigned to the URAR when submitted to UCDP.
        • Restricted Appraisal Update Report: can be revised or deleted if not required.
        • Completion Report: can be revised or deleted if not required

Important: An existing URAR must be submitted to UCDP before an associated Restricted Appraisal Update Report or Completion Report is submitted.

Q10. NEW: What is the process for submitting a Restricted Appraisal Update Report or Completion Report in UCDP? 

For UAD 2.6 submissions, the process remains unchanged. The Appraisal Update and/or Completion Report (1004D/442) must be submitted in UAD 2.6 XML format and must be associated with a prior UAD 2.6 submission.

For UAD 3.6 submissions, the Restricted Appraisal Update Report or Completion Report must be submitted in UAD 3.6 ZIP format and must be associated with an existing UAD 3.6 URAR submission in UCDP.

Important: UCDP does not accept mixed standards (UAD 2.6 and UAD 3.6) under the same Document File Identifier (Doc File ID). The format of the Restricted Appraisal Update Report or Completion Report must match the format of the original appraisal report file submission.

Q11. NEW: Does UCDP run the UAD 3.6 Subschema validation for UAD 3.6 XML submissions?

Yes, for every UAD 3.6 ZIP file submitted to UCDP, the UAD 3.6 Subschema validates the XML file within the appraisal report ZIP file.  

If the submission fails subschema validation, UCDP will provide a “SYS9001” system finding on the Submission Summary Report (SSR) for each failed instance, up to 40 instances.

Q12. NEW: Which rules are applied to the UAD 3.6 ZIP file submitted to UCDP?

When a UAD 3.6 ZIP file is submitted, UCDP runs the following rule sets to provide comprehensive feedback via the SSR: 

  • System Findings: Ensure the ZIP file and its contents are complete and properly structured.
  • UAD Compliance Findings: Verify the XML complies with the UAD 3.6 specifications.
  • GSE Proprietary Findings: Provide feedback based on each GSE’s appraisal report requirements.

The following resources provide a comprehensive list of findings that can be returned in each GSE’s UAD 3.6 Submission Summary Report (SSR).

Q13. NEW: Are there changes to the Submission Summary Report (SSR)?

Yes, the UAD 3.6 SSR has been updated to support the new UAD 3.6 file submission. The SSR is automatically generated for each GSE after a UAD 3.6 ZIP file is successfully submitted to UCDP. 

Key enhancements include: 

  • Support for all property types and valuation methods.
  • JSON file format that is downloadable via UCDP DI.
  • Inclusion of:
    • Fannie Mae Collateral Underwriter® CU Risk Score and Rep & Warrant relief eligibility for URAR submissions to Fannie Mae.
    • Freddie Mac Loan Collateral Advisor® LCA Risk Score and Collateral Rep & Warranty relief indicator for URAR submissions to Freddie Mac.
  • Redesigned PDF layout with visual highlights for key fields (e.g., Status, Opinion of Market Value).
  • Comprehensive feedback on errors and findings.

For UAD 2.6 XML submissions, there are no changes to the UAD 2.6 SSR PDF.

Q14. NEW: In what format is the UAD 3.6 SSR available to download?

An SSR is generated when a valid appraisal report file is submitted to UCDP. The SSR file format depends on the type of appraisal report file submitted:

  • For UAD 2.6 XML file, PDF format only.
  • For UAD 3.6 ZIP file, PDF format (retrieved via the UCDP UI and UCDP DI) and JSON file format (retrieved via the UCDP DI).

Q15. NEW: Where can I learn more about the new UAD 3.6 SSR?

Q16. NEW: Will I be able to retrieve the submitted UAD 3.6 Appraisal XML and Appraisal Report PDF file from UCDP?

Yes, with UAD 3.6 submissions you can retrieve the Appraisal XML and Appraisal Report PDF via the UCDP UI or UCDP DI.

Q17. Do both GSEs accept the same electronic file formats for delivery of appraisal report data?

Yes, both GSEs accept the same file formats through UCDP. More details about acceptable appraisal report file delivery requirements and supported file formats can be found on the UCDP Overview on the Fannie Mae UCDP webpage.

Q18. Do the GSEs charge any fees to use UCDP?

The GSEs do not assess any fees in connection with the use of UCDP. The GSEs do not charge lenders or their agents transaction fees for uploading appraisal report files directly to UCDP or for using a vendor solution to access UCDP.

Q19. Can I obtain the appraisal report file in XML format from my appraiser for UAD 2.6?

Yes, most appraisal software vendors have integrated the ability to produce and transmit a complete UAD 2.6 XML file. Lenders should evaluate their processes and requirements and consider requiring the appraiser to send the appraisal report file in UAD 2.6 XML format. Lender submissions of the UAD 2.6 XML file produced by the appraiser help ensure data integrity by avoiding possible file conversion errors.

Q20. Must appraisal reports that support government loans (e.g., Rural Development loans, FHA loans, VA loans) be submitted to UCDP?

No, only the appraisal reports for conventional mortgages sold to the GSEs are required to be submitted to UCDP.

Q21. What vendors have developed integrations to UCDP?

A list of vendors that offer an integration to UCDP is available on each GSE’s website: fanniemae.com and freddiemac.com.

Q22. Does UCDP accept appraisal field review reports (including those reported on Fannie Mae Form 2000 / Freddie Mac Form 1032)?

No, UCDP does not accept appraisal field review reports. If the lender obtains an appraisal field review report, the original appraisal report must still be submitted to UCDP. If the lender relied on the value from the appraisal field review report to underwrite the loan, that value should be provided at loan delivery. The lender must include in the mortgage file both the original appraisal report and the appraisal field review report.

Q23. Can the Market Conditions Addendum to the Appraisal Report (Fannie Mae Form 1004MC / Freddie Mac Form 71) be uploaded to UCDP as a separate document?

No, the Market Conditions Addendum cannot be uploaded to UCDP as a separate document. While the addendum is not required, if the addendum is used, it must be included in the embedded PDF as an attachment to the appraisal report submitted to UCDP.

Q24. How does a lender register for and gain access to UCDP?

Lenders must identify a lender administrator (lender admin) for their organization. The lender admin has authority within UCDP to set up and manage the organization’s business structure and grant access privileges to other general users within their organization.

The lender admin must complete the GSE registration process for either or both GSEs. Registration instructions are at fanniemae.com and freddiemac.com. The lender admin will create access for all general users in the organization directly within UCDP.

Q25. How do lender agents register for access to UCDP?

Lender agents must complete the UCDP Lender Agent Registration Form on either fanniemae.com or freddiemac.com to request a UCDP account and appear on the lender agent list within UCDP.

Once the lender agent completes the UCDP Lender Agent Registration Form and account setup, the lender agent’s name will appear in the lender agent dropdown on the Relationships page in UCDP. From there, your organization can designate one or more lender agents to submit appraisals to UCDP on your organization’s behalf.

Q26. Can my organization have more than one lender admin and how do I set them up?

Yes, having more than one lender admin is strongly advised.

To register an additional lender admin with Fannie Mae, complete the applicable form. Once submitted, the documents will be automatically submitted for processing. After registration is complete, one of your existing lender admins can send an invitation to the new lender admin.

Q27. How do I replace a UCDP lender admin?

To replace a lender admin with Fannie Mae, complete the applicable form. Once submitted, the documents will be automatically submitted for processing. If there is currently no lender admin, Fannie Mae can help the replacement lender admin get set up and receive the invitation.

Q28. What if I have questions about the UCDP registration process?

For questions related to registration and submitting appraisal reports to UCDP, contact the joint GSE UCDP Support Center at (800) 917-9291.

Q29. What if I cannot remember my UCDP User ID or password?

If you forget your User ID, contact your lender admin, who will be able to look up your User ID.

If you forget your password, use the “Forgot your Password?” function from the UCDP login page to reset your password OR contact your lender admin, who will be able to reset your password for UCDP.

If you don’t know your lender admin, contact the UCDP Support Center at (800) 917-9291.

Q30. Do UCDP passwords expire?

Yes, UCDP passwords expire every 90 days for users accessing UCDP using the web interface. After a user's password expires, there will be a prompt to change the UCDP password at the next login.

Q31. If I am an independent fee appraiser, can I register for access to UCDP?

No, independent fee appraisers cannot register for access to UCDP.

Q32. If I am a mortgage broker, should I register for access to UCDP?

No, mortgage brokers cannot register for access to UCDP.

Q33. How will I know whether my appraisal report was submitted successfully to UCDP and meets the requirements of the UAD?

Appraisal reports that are successfully uploaded to UCDP receive a Submission Summary Report (SSR) with the appraisal submission details and the status of the submission, as well as a Document File Identifier (Doc File ID), which is the unique appraisal identifier generated by UCDP. Loans delivered to either GSE must have an appraisal report with a “Successful” status in UCDP before loan delivery.

Q34. How do I ensure the appraisal report was completed using a UAD 2.6-compliant form?

Lenders can verify whether the appraisal report uses a UAD 2.6-compliant form by checking the version date footer at the bottom of each page of the appraisal report form. UAD 2.6-compliant forms indicate a version date of “UAD Version 9/2011” in addition to the current March 2005 form date, while the previous form has only a March 2005 form date. UAD 2.6-compliant forms for desktop and hybrid appraisal reports may reflect July 2020 at the bottom in addition to “UAD Version 9/2011.”

An appraisal report is considered to be UAD 2.6-compliant if it is completed in accordance with Appendix D, UAD Field-Specific Standardization Requirements of the UAD Specification.

Q35. What is the purpose of the Document File Identifier (Doc File ID) and what is its connection to Loan Delivery?

The Doc File ID is the identifier assigned by UCDP to the appraisal report file(s) associated with a given property and indicates the appraisal report file was submitted to UCDP. The Doc File ID does not change, even if a revised appraisal report is submitted.

The Doc File ID must be included in the loan delivery files submitted to the GSEs.

Q36. Does the appraiser receive any information or feedback directly from UCDP?

No, the lender or its agent submits the appraisal report to UCDP and receives an SSR with the status of the appraisal report submission, and a Doc File ID to use when the loan is delivered to one of the GSEs. There are edit checks in UCDP, including a UAD Compliance Check, that may require the lender to go back to the appraiser. Lenders may contact the appraiser to clarify data points or obtain additional data to clear certain edit checks.

Q37. How do the UCDP requirements affect lenders that do not sell directly to the GSEs, but rather to an aggregator that sells to a GSE?

Aggregators that sell to the GSEs may require correspondents to submit appraisal reports to UCDP and ensure the aggregator has the final results, including the Doc File ID assigned to the appraisal report and a copy of the SSR. Confirm the process with each aggregator that sells to a GSE.

Q38. UPDATED: Can appraisals be transferred from one entity to another (e.g., from a correspondent to an aggregator) within UCDP?

The Appraisal Sharing feature in the UCDP user interface (UI) was retired on June 13, 2025. UCDP UI users can no longer navigate to, or access specific Share Appraisal features within the UI. This includes the Share Appraisal Navigation tab with drop-down and icon options on the Home page.

For a limited time, UCDP direct integration (DI) users will continue to have the option to share and retrieve appraisal reports through the DI interface. Correspondent lenders can share the results of the appraisal submission using the Document File ID and Aggregator Identifier. Aggregators, in addition to retrieving statuses, findings, and SSRs through the DI, will maintain the ability to create and modify their Aggregator Set-up via the Account Administration in the UCDP UI.

Q39. UPDATED: Are the Lender CorrAgg and Agent Correspondent roles still available in UCDP?

As of June 14, 2025, the Lender CorrAgg and Agent Correspondent roles were retired. Users with those roles retained access to UCDP as Lender Users and Agent Users, respectively.

Q40.  How many appraisal reports can be uploaded to UCDP at once?

As of June 14, 2025, the simplified Submit Appraisal page allows lenders or their agents to upload one file at a time. This ensures submissions are organized and managed under a single Document File ID.

Q41. How are revised appraisal reports handled in UCDP?

Lenders can submit revised or corrected appraisal report files, if needed. Lenders need to work with appraisers to resolve issues and obtain a corrected appraisal report. More information is available in the UCDP User Guide.

Q42. What happens if I get a UAD compliance check message?

UAD Compliance Check messages usually indicate the appraisal report was submitted using an incorrect format or enumerated values, or the appraisal report does not comply with UAD requirements. Lenders may need to contact the appraiser to clarify data points or obtain additional data to clear edits checks.

Q43. Do lenders need to determine to which GSE the loan will be sold before submitting the appraisal report to UCDP?

No, lenders can submit an appraisal report to one or both GSEs and do not need to know which GSE they will sell the loan to before submitting the appraisal report to UCDP. Lenders must submit a UCDP Doc File ID with a “Successful” status to the GSE to which they plan to sell the loan before delivering the loan.  

Q44. What if I submit an appraisal report to UCDP, but do not deliver the loan to either GSE?

The appraisal report data will remain in UCDP and with the GSE(s) you designated, even though the loan was not delivered to either GSE.

Q45. When do the GSEs require lenders to submit appraisal reports to UCDP?

The GSEs require appraisal reports to be submitted to UCDP before the loan is delivered. Lenders should submit appraisal reports as early as possible to allow ample time for corrections before funding is expected or required. If there are data errors, UCDP will require the appraiser to correct the appraisal report before UCDP will provide a “Successful” status, which is required for loan delivery.

Q46. Is there still a need to keep multiple hard copies of appraisal reports in the loan file?

Lenders must follow each GSE’s requirements and the lender’s own policies related to retaining hard copies of appraisal reports.

Q47. How long will the appraisal report be available in UCDP, in case the original submission needs to be updated or replaced?

An appraisal report that is submitted to UCDP and receives a Doc File ID can be viewed in UCDP for up to three years. If an appraisal report is modified and the original submission needs to be updated, users can replace the original submission or add another appraisal report, as appropriate. An update or replacement could be required, for example, for an appraisal report that supports a new construction loan or when an appraisal report is no longer valid because of the age of the appraisal report. Each GSE has its own requirements regarding the age of the appraisal report and when a new or replacement appraisal report should be uploaded to UCDP.

Q48. UPDATED: Which Internet browsers support UCDP?

The following browsers have been tested with UCDP and provide the best user experience:

  • Google Chrome™
  • Microsoft Edge®

Users may encounter unexpected behavior and/or loss of some functionality if using a prior version of a compatible browser above or a browser not listed above.

Q49. Where is the Upload Confirmation Report?

As of June 14, 2025, to streamline navigation within UCDP, the Upload Confirmation Report page, which previously displayed after a UCDP submission, was retired. UCDP now navigates directly to the Appraisal View/Edit page, where users can access submission information, status of the submission (Successful, Not Successful or In Progress), appraisal information and history of the submission.

Q50. Does UCDP have a Quick Search?

Yes, as of June 14, 2025, the UCDP UI will allow searches based on Lender Loan Number or Doc File ID from the UCDP Home page or in the navigation bar. Reference the UCDP User Guide for more information.

Q51. What is the “Recently Viewed Files” section on the UCDP Home page?

As of June 14, 2025, the “Recently Viewed Files” section shows the user’s five most recently viewed appraisal reports so they can access their files faster. Reference the UCDP User Guide for more information.

Q53. What Fannie Mae Appraisal Forms can be submitted to UCDP?

Fannie Mae accepts the following appraisal forms (in MISMO 2.6 XML formats) in UCDP:

  • Uniform Residential Appraisal Report (Fannie Mae Form 1004)
  • Uniform Residential Appraisal Report (Desktop) (Fannie Mae Form 1004 Desktop)
  • Uniform Residential Appraisal Report (Hybrid) (Fannie Mae Form 1004 Hybrid)
  • Manufactured Home Appraisal Report (Fannie Mae Form 1004C)
  • Appraisal Update and/or Completion Report (Fannie Mae Form 1004D)
  • Small Residential Income Property Appraisal Report (Fannie Mae Form 1025)
  • Individual Condominium Unit Appraisal Report (Fannie Mae Form 1073)
  • Individual Condominium Unit Appraisal Report (Hybrid) (Fannie Mae Form 1073 Hybrid)
  • Individual Cooperative Interest Appraisal Report (Fannie Mae Form 2090)

Q54. What are the different kinds of appraisals supported by Uniform Collateral Data Portal (UCDP)?

UCDP accepts the following types of appraisals:

  • Hybrid – An appraisal assignment consisting of a desktop appraisal for which the scope of work includes reviewing a recent interior/exterior property data report.
  • Desktop – An appraisal assignment for which the scope of work does not include field work by the appraiser and does not include reviewing a recent interior/exterior property data report.
  • Traditional – An appraisal assignment for which the scope of work includes an interior and exterior personal, onsite inspection of the subject property completed by the appraiser who signs the appraisal report, and the effective date of the appraisal is the date of inspection.

NOTE: Hybrid and Desktop appraisal eligibility is subject to each GSE’s policies.

Q55. How does one obtain information about the subject property for a hybrid appraisal?

A trained and vetted property data collector personally visits the subject property and completes a property data collection consisting of visual observations of both the interior and exterior areas.

Q56. Who can collect the property data for a hybrid appraisal?

A person trained and vetted as a property data collector can complete a property data collection of the subject property. As an example, this could include the following real estate and property insurance professionals:

  • Appraisers or Appraiser Trainees
  • Real Estate Agents
  • Home Inspectors
  • Insurance Inspectors

Q57. What UAD 2.6 form types support hybrid appraisals and desktop appraisals in UCDP?

The Uniform Residential Appraisal Report (Hybrid) (Fannie Mae Form 1004 Hybrid) supports hybrid appraisals, and Uniform Residential Appraisal Report (Desktop) (Fannie Mae Form 1004 Desktop) supports desktop appraisals in UCDP.

Q58. Are users expected to clear all findings for Fannie Mae to accept an appraisal report submission?

Findings are provided to assist you in managing risk by providing you with a more in-depth view of the quality and accuracy of appraisal report submissions. We anticipate that some findings may not be able to be cleared, but all findings returned should be considered.

Q59. What is the list of UAD 2.6 hard stops and warnings that is generated as part of an appraisal report submission?

All the Fannie Mae hard stops and warnings that are generated as part of an appraisal report submission are listed in Appendix A and B of the Fannie Mae Messaging Guide for UAD 2.6.

These APIs offer automated exchange of appraisal file data through standard API protocols.

  • Appraisal File Retrieval API (AFRA): Enables access to the full appraisal data XML with the embedded appraisal PDF as submitted to UCDP.
  • Appraisal File Summary API (AFSA): Provides a streamlined way to retrieve appraisal submission status, findings, messages, and Collateral Underwriter® (CU®) Risk Score in a machine-readable format—essentially converting the SSR PDF for automated systems.
